Blue Light Alliance centers survivors, families, and communities impacted by trauma and injustice. We work to strengthen systems, expand access to justice, and build bridges between survivors, law enforcement, legal professionals, and the public.

To Support Survivors, advance fair and trauma-informed justice, honor the service and sacrifices of law enforcement professionals, and strengthen our communities through education, advocacy, outreach, and strategic partnerships.
Why We Were Created
Too many survivors fall through the cracks - unheard, unprotected, or unable to access representation. Too many families carry the weight of legal abuse alone. And too many officers and public servants face enormous pressures without community support.
Blue Light Alliance was founded to close those gaps.
We bring survivors, ethical legal professionals, community leaders, and law enforcement together to create a justice system that is fair, trauma-informed, and rooted in human dignity.
Where Our Name Comes From
The Meaning Behind Blue Light Alliance
First and foremost, our name is inspired by the blue lights that symbolize law, truth, protection, and unity. They represent the idea that light - justice, integrity, and courage - can guide communities through their darkest moments. Blue light is a symbol of safety, watchfulness, and the bond between those who serve and those they protect.
It also reflects the alliances we build: survivors and advocates, families and communities, legal professionals and law enforcement - all standing together for fairness and safety.
Honoring the Legacy of Project Blue Light
In addition to our broader meaning, Blue Light Alliance is also inspired by the tradition of Project Blue Light, which began in Philadelphia in 1988 when Dolly Craig placed blue lights in her window to honor her son-in-law, a fallen police officer, and her daughter. The tradition was later promoted nationally by Concerns of Police Survivors (C.O.P.S.) as a way to honor fallen officers during the holiday season.
We are not affiliated with C.O.P.S. or the original Project Blue Light, but we proudly acknowledge and honor the tradition's roots in remembrance, service, and community.

Staff
Jamie C. Gehman,
Co-Founder & President

Jamie C. Gehman holds a Master’s in Human Services from Chestnut Hill College, where she focused on counseling, community support, and nonprofit leadership. Throughout her career, Jamie has dedicated herself to helping individuals across the lifespan—working in domestic violence agencies, early childhood enrichment programs, and community-based healing initiatives.
Most recently, Jamie served as a Phoenix Program Facilitator and Healing Support Navigator, where she supported survivors of trauma and guided families through crisis and recovery. She currently works in residential mental health support, helping individuals build stability, independence, and dignity in their daily lives.
Jamie has volunteered with numerous nonprofits throughout Pennsylvania and remains committed to creating communities where people feel seen, supported, and safe. She also sits on the board of the Traces of Love Association, which assists families healing from childhood loss and grief.
As Co-Founder and President of Blue Light Alliance, Jamie brings her compassion, grounding presence, and deep commitment to trauma-informed care. She resides in Pottstown, PA with her youngest child and her beloved rescue cats.
Rebecca Clark Mays,
Co-Founder & CEO

Rebecca Clark Mays is a nonprofit leader, writer, and advocate with extensive experience in program management, crisis navigation, and community protection. She holds a Bachelor of Science in Criminal Justice from Purdue University and a Master of Science in Library and Information Science from San José State University.
Becky has spent more than twenty years working in human services and nonprofit leadership, including serving as a nationally recognized grant writer with Meals on Wheels America and as Executive Director of Safe Communities, an organization supporting survivors of child sexual abuse. She has also worked with numerous Pennsylvania-based nonprofits in roles spanning development, operations, and survivor advocacy.
Before entering the nonprofit field, Becky spent over a decade as a freelance writer and published her first novel in 2018. Her experience, both professional and personal, has shaped a leadership style rooted in compassion, tenacity, and absolute loyalty to vulnerable communities.
Becky and Jamie previously worked together within survivor-focused nonprofits and discovered they share the same vision: an organization that bridges survivors, law enforcement, and the justice system with honesty, integrity, and trauma-informed support. Together, they co-founded Blue Light Alliance to build the kind of organization they once needed themselves.
Becky lives in Reading, PA with her husband and their rescue cats.
